Hmmm You can call and threaten him with a call to the FTC if it's a business, or even the State's attorney and if he's a freelancer, you might think of who you can threaten a call to.. IRS or local city licensing bureau... you know?
I'm sorry you're so upset, and I would be too I think (I think I have been in the past.) The anger doesn't do you any good internally (I know you know this, just a gentle reminder.) Breathe. Being angry won't solve it any sooner. Breathe. It is money, but it isn't worth more of your health. Breathe....
let us know what else you think of to do... find support there somewhere... BBB? Call him hourly? Squeaky wheel...
