Anna, what a harmful situation for you.
There might be explanations for what's going on with him--personal crisis, etc., but those don't justify what he's (not) doing, just explain it in part.
Aren't there higher authorizes you can go to? Or someone somewhere whom you can share this with and get them acting to help?
Sorry to hear about this. I'd be royally ticked-off.
