Bearchic, I wasn't referring to teens and preteens as offenders. Statutory rape usually refers to the "victim" being a minor, and the "offender" being an adult.
For me, a 14-year-old girl doesn't understand the consequences of sex, so if a 25-year-old has sex with her, he should go to jail. That's the idea of these laws, that minors (at least of certain ages, depending on the state) can't consent, because they don't understand the consequences. They can say yes, but it's not informed consent.
I know women can be the offenders, but more often than not, it's the men, so that's why I spoke in terms of men.
