No, it depends on the system. On a Linux box, for instance, I can chmod just the file and it'll work just fine (I don't need to open up the directory with 777). So it all depends on the type of system you're running it on. Both 755 or 775 on the cgi-bin work fine for me.

This is the problem with trying to write a script... ya just never know what you're going to be confronted with when people go to install it!
