First impressions are very important...after all, you never get a second chance to make a first impression. They are a part of our society. That doesn't make them right/wrong or ok/not ok.
I find myself making snap judgements about people.
I can still remember sitting in a classroom my freshman year of college with all the girls that were to be in my cohort. My new "friends" for the next four years. I saw a lot of snobby girls from NoVA. However, after about a month, I realized that all(or most) of my first impressions were wrong.
In fact, 90% of the time, my first impressions of someone are the exact opposite of how the relationship ends up. I guess what I am trying to say is I make the judgements, but I know that there is a good chance of me being wrong. I count on it!
I guess my answer is, Yes, I notice their clothes and make a judgement, but I don't let that judgement keep me from getting to know that person (IF, and only if, they reciprocate the interest in getting to know me).
