It's hard when kids don't understand boundries. We have imposed boundries on our daughters since they were born (even if they didn't understand it then). My mom was a kindergarten/1st grade teacher for 36 years and still subs. More and more she has seen where the parents are more interested in being liked by their children rather than being a parent. As a result, a lot of these kids end up thinking the rules don't apply to them since they don't apply at home.

It may have taken you having a cranky day to do it, but you are establishing boundries on the neighborhood kids and what they can and can not do in/at your home.
