Looks to me as if they are just trying to advise people have it. They cannot force you to have it, and I doubt they'd try to force you

We've been told that we'll be offered it soon (because I work in a hospital). I doubt I'll have it after speaking to a few people. It's not like I'm in an at risk group, the only reason they want us to have it is so they don't have staff off sick.
