Stand out in front of his house dressed in an army uniform with a toy bazooka . If he see's you he will most likely call the police , when they arrive let them in on your story and hopefully they won't lock you up. Just a joke  couldn't resist.
Could you maybe phone him and let him know that it is keeping you awake at night . He may just turn them off at a certain hour then.
