I forget easily to a point that I'm surprised how I could ace my tests. Everyday, my parents scowl me for:
1- speaking like an idiot/retard
2- failure in listening(if a person talked to me in a crowd, i would either forget/couldn't hear it while the others do)
3- unable to notice surroundings(i almost got into a car accident once when i was young just because i didn't look at both sides of the road)
I'm sick of my parents and my sisters scowling me everyday because of this, I feel more vulnerable and more like a patient/retard rather than a normal person.
Is this really dissociative?

could be yes could be no. we cant tell you here for sure if your problems are dissociation only doctors and psychiatrists can do that.
if it was me I would first talk to a medical doctor and go through any tests for medical things that could be causing this like brain problems (neurological problems) if you are on any medication that can sometimes cause these kinds of problems too.
I would also schedule a speech and hearing evaluation with an audiologist because hearing problems cause these same kinds of things that you posted about.
then I would go have a psychological testing with a psychiatrist because people with learning disorders have these kinds of problems too. and people with other mental disorders besides dissociation have these kinds of problems sometimes.
if you do all that then the doctors will be able to tell you if whats happening to you is dissociation or not.
