They both refer to the same image but at this site, HTML is disabled so the BBCode produces an image...
...while the HTML just shows up as code:

Incidentally, either HTML or BBCode can be used -- at sites where they're enabled -- to display .jpg images. I happened to load that one as a .gif, not a .jpg, but some of the image links at this site don't even identify the image as .jpg or .gif, just the location ("pictureid" and "albumid") where it's stored.
