a lot of times there can be delusions and psychosis with bipolar disorder. that is what happened to me, although my delusions stretched beyond my moods and hence i was branded with schizoaffective disorder.

however there can be static delusions, or delusions that have nothing to do with your primary mental illness. if you've been having this delusion for a long time, that's probably the case. if this delusion is worse with either mania or depression, it is probably a delusion or psychosis related to your disorder
