Getting a good night's sleep is very important. Especially if you have a lot of stress going on in your life.
A crate for the dog is a good idea.
Talking with your room mate is a very good idea also. You should impress upon her that it is HER responsibility to take care of her dog. Let her know exactly what the dog is doing that bothers you - it should be HER job to keep it out of your space, out from under your feet and what ever else you need.
Try not to take your frustration out on the poor dog. It's not the dogs fault it has a thoughtless, selfish owner who won't take proper care of it and not take the time to train the dog.
I certainly do not understand either why any financial assistance you need would have to take into account your room mate's financial resources!
