Florida might be better prepared though as they get drilled with hurricanes every year. The people also might have been more experienced with what happens when a bad hurricane hits and they didnt go to a shelter. I live in MN, if there was a hurricane headed here(no idea how that would happen lol) the gov't would have zero preperations in place and id bet a lot of folks wouldnt be willing to evacuate as it isnt a common occurance.
