I think she was misleading you when she said if you went to an ED they would send you to jail when they got your urine results. If an officer brought you to the ED and you were charged with a crime then law enforcement would have access to your positive drug screen. But if you went in without being charged with a crime the ED physician would not call law enforcement to report you. Or shouldn't anyway.

It sounds as though your neighbor is manipulative.
