Low rise jeans have a 'waist band' that sits on your hips. E.g.,

You can get 'low rise' and 'even lower rise' etc so after some hunting (a lot of it typically) you can find some that sit firmly on the widest part of your hips.

I'm a fan of that kind of style. If you get the flare and length just right then they can look great IMHO. Great for curvy people. Nice line from the wide hips to the narrow knees (if they are fitting) then the flare out again kind of mirrors the shoulders so curves curves all the way.

Another virtue of low rise is that your hips don't vary as much as your waist with meals and periods and the like. Super comfy.

I had an easier time buying this style (low rise / hipster / bumster flare or bootcut) in the midwest than I do in Australia (where it seems to be skinny jeans all the way). I personally don't think that skinny jeans look right on ANYBODY. But then I really don't have a desire to look malnourished and there it is...
