I can't be certain, but this may be your first encounter with medical bureaucracy.

Doctors try not to do any more work than they have to. Here's a hypothetical conversation between your doctor and whatever doctor to whom he'd like to refer you:

Your Doctor: I'm referring Brennan to you. She has symptoms that may indicate depression, etc.
Referral Doctor: Hmmm... Did you rule out ["rule out" - key phrase] illegal drugs, diabetes, kidney problems with a simple urine test? Did you rule out hypothyroidism [which can mimic depression] with a blood test?
Your Doctor: Well, um...
Referral Doctor: Show me the papers first, then I'll see her. Excuse me, my tee time at the golf course is in 20 minutes...

I find this frustrating. I've learned to live with it, mostly.
