I can't even imaging how horrible this whole situation is for you, I'm so sorry hun. I know you can't do anything to really help, but I'm sure you do help her just being there for her, on the end of a phone. To have someone on her side, wanting her to escape and her knowing that you will be waiting for her always, I'm sure that reassures her so much and keeps her going. I'm sure she will find a way, it is possible because other people have managed it. She's right not to risk doing it illegally if it means ending up in jail, that could be even worse than right now. Is there anyone she can go to on her end who helps people in this situation?
