Is there any possible distinction between "abusers" and "offenders"?

Is anyone concerned about his or her abusive thoughts or impulses an "abuser"? Is there any "degree" considered if someone has actually done something that has resulted in harm to others? Or that may have resulted in harm?

Are "offenders" in this context those who have been convicted of a crime? Are they those who are thought to have committed an actual crime?

It seems to me that it might be worthwhile to try to clarify these in guidelines.
