I wonder if this is the kind of thing where this guy could be arrested for theft. (if your friend doesn't get the money from him)

I think it would be interesting to call the police department about this guy. Even if they only investigate him and they can threaten to speak to his employer etc etc. That in itself may bring about an ending for you. If you let the police know what kind of stories he is telling, give them his ebay account number as well, who knows, he may have done this to lots of folks and just one call from you could get things resolved for you and others as well.

It may be a good idea to let his employer know what he's done to you. They probably have no clue that he's a slimeball and if he would do it to you, he's doing it to other folks as well. I would think that his employer would be none to happy to be associated with the likes of him.

Edited to add: In many states, if you take someone to small claims court and win the case, the filing fee you paid originally is ordered reimbursed to you by the defendant.(him) If you do file, make sure to ask about that option
