I had to read this again to be able to offer a more generalized response, (since that is what you were requesting....

).
I don't think it's wrong for a woman to desire being in the company of a man without seeming too needy/clingy. Of course not.
Unfortunately, though, he may not perceive her choice of his company of such desire that he can't get past it as a "choice" of hers, but instead, interprets it as a need, perhaps?
This is really hard to answer as it involves two people with two opinions?
