The guy is trespassing. He has a license to enter upon the property for a reasonable time to remove his belongings. Contact the tenant's association to request assistance in getting him off the property. If the tenant's association will not help you, call the police. If the police will not do anything without an act the police deem as threatening, ask that patrols come by your place more frequently.
