I would say if she's old enough to handle a razor and the hair bothers her, what is the big deal? I do not recall ever getting permission to shave, it's not a topic I discussed with my mother.

I do remember when I was 11 or 12 I had a friend spend the night. I was in the bathing, happened to be shaving my legs with a real razor, not one of those safety razors they have now. My friend asked through the door where something was, I turned my head to respond, the razor went crooked with my head and took off an 8 inch strip of skin. I couldn't get it to stop bleeding and her older sister brought over her father's shaving stick. That HURT, I would never recommend that! I have a scar to this day.
