Here's how I addressed a similar question just a few days ago. I haven't heard yet how that one turned out so let's try it again here:

You might want to try describing step by step what happens (and what fails to). For instance, I have some pics from yesterday that I want to upload so let me try it right now:
I go to the album I want to put them in and click the Upload Pictures link. I get an "Upload pictures" page with 10 text boxes and a "Browse..." button after each.
I click the first Browse button. A window opens showing files on my computer, but the folder that's shown is far from where I have those pictures. I click through the folders -- up three times to where I see my C: drive, then over to the right folder and down to (in my case) Images, MyPics, Yosemite...
I select (highlight) the pic (.jpg file) I want and click "Open". The browse window closes and I find the path and filename of the picture showing in the first text box.
I click the second Browse button. I get the browse window showing the same folder where I found the first picture, this time without having to step over to it. If my second picture were in a different folder, I'd go stepping through folders as before till I got to it.
I select the second picture and click Open. Again the browse window closes and this time I see paths and filenames in two of the text boxes.
I repeat the procedure with the third picture and this time also click the Upload Pictures button lower down on the page.
After a minute or two I get a page showing thumbnails of the three pics I just downloaded and offering me a chance to retitle them. After I click "Save Changes", the pics are in my album.
What happens differently for you?
Come to find out, some of the pics I just uploaded were bigger than the specs call for and sure enough, the messages above them say they've been automatically resized.
