I cannot think of a politically correct or polite way to phrase this, so please forgive the bluntness of the statement. If you are unable to discuss this with him, ask him flat out where he thinks this relationship is heading etc any hypothetical marriage does not stand a chance.
Communication is the corner-stone in a healthy relationship. The days when women had to sit there and quietly pretend not to know or care if/when the proposal is coming or that it has to be a surprise are gone.
I would suggest that you sit down and talk. Seven years is a long time to wait for a proposal.
