As Perna said everything about our bodies once had a purpose, I believe (or have heard) that pubic hair in females were to help catch menstrual flow in the times when sanitary wear wasn't invented. Although I'm not quite sure what purpose pubic hair in men had (any thoughts?).

I think it's to keep it clean because it's a sensitive area, the same way as eyebrows and eyelashes. It could also be thermal control like hair on our head.
