I think that this situation is worriesome for you and your daughter and you need to make a decision based on what your grandson says.

It could be a simple comment about a subject which does stresses and bothers children (who rarely tell their parents about their worry) and makes them anxious.

But on the other hand it could be a real concern for his own safety. And if you genuinely are afraid then calling welfare without revealing who you are (so there is no backlash), may be the best option....
