In the United States, many insurance companies require a referral, most that do from a psychologist or medical doctor, my mom went to a psychiatrist via referral from a psychologist but I don't know if that was necessary. I'm pretty sure you have to sign a release of the records from the doctor's office to be sent anywhere.
