I personally would rather a person sneeze into a tissue and cover their mouth and then wash their hands or use hand sanitizer. This isn't a problem around my family and friends because we are all pretty much that way, and if someone doesn't do it that way, we don't think anything about handing them a tissue and a bottle of sanitizer. As far as the bathroom, we have a sign posted in the restrooms saying "If you don't wash your hands, don't shake mine."
