actually you can file this request yourself.
FYI-many states, if not all, charge the parent with a minor child if he/she commits a crime, etc. it's to make parents accountable for their minor children. however, i too can see your point about the wording but often times it's written per the charge in a legal way. over generalized in your case, imho.
if your hubby at least gets an app in the meantime i believe he should bring it up to clear the air with the propective employer or attach a letter for why it's on his background info and put it with his resume when he applies for a job.
