A lot of it could be your diagnosis....If you are bipolar II and take an anti depressant, it can actually CAUSE depression in some....not all, but some. It is generally not a good idea to prescribe anti depressants to bipolar II's (but it does happen).
Without knowning your dx and what med you are talking about, can't really help you much.
And yes....a stimulant for treating ADHD will get someone "high" if they do not have ADHD. I have seen it myself. I have ADHD and can take a stimulant and go to bed. It relaxes me and I am able to concentrate. But a friend of mine who takes it and doesn't have ADHD he gets a lot of energy and "wired" up. Your pdoc probably told you no because they don't want that fact to be spread around. They are very cautious with prescribing that medication because of the potential for getting "high".
