to make your internet service your default, click on "tools" at top part of bar, click on internet options, then click on the internet service you want for internet explorer, click make this my default connection.
or under control panel click on internet options and do the same.

should add windows 7 has multiple issues. can you download vista on your dell deleting windows 7 after that?
