I'm speaking Windows 98 here. I'm not fluent in XP, Vista or 7 so you may have to get this translated:
What if you go to Control Panel > System > Device Manager, select that network, and disable it?
I don't have a network so the only thing that comes up for me under Device Manager > Network Adapters is Dialup Networking (which I do use). Under Other Devices, though, my system shows a PCI Ethernet Controller. It was still enabled when I bought the computer (used) and was apparently getting in the way. I disabled it (from Device Manager) and some of my connecting delays cleared up.
