Your sister has it right; ignore him, hang up on him without talking to him if he calls from strange numbers, block him on all sites he bothers you on. If you come face-to-face with him tell him, seriously (and "angrily" so he knows in no uncertain terms that you are serious), that he is bothering you and to stop or you will take formal action and then do so if he doesn't stop.
