I was on it for a while and my Pdoc called it an atypical anti psychotic that often increased the effectiveness of antidepressants. I have depression not Bipolar. However, my mother is on it as a mood stabilizer for Bipolar... So either the answer is yes or you are only as confused as they are!.... However I am NOT a Pdoc so it would be a good question for your next med check.
