My pdoc wrote a letter to my gp (general practitioner in the UK) about the fact that I'm unable to drive on my current meds, and with my condition. They sent in two supporting letters to my local council, and I got a free bus pass, which I can use anywhere in the country. It lasts for about four years, and can be renewed at the end of that time.

It was discouraging for me in a way to be banned from driving, but on the other hand I did get the support I needed. I understand that you will need a different kind of support, since you have no public transport, but your circumstances should be taken into account. Get your doctor to write a covering letter for you, explaining your situation. Hopefully that will help.
