well... OCD waxes and wanes, so one day being able to stop something does not rule out anything. Also, personality disorders are not added up like that. They are defined by criteria for a reason. Now, it is possible from what you describe that you have OCPD. It seems to me that you have a lot of misperceptions about OCD though. No one with OCD does everything that is classic for OCD. i don't hoard, and i'm not a germaphobe either. i am the worst at organization but i am an arranger.
being "ridiculous" in the degree of something doesn't make it an OCD trait even... OCD is about the obsessive and compulsive phases. You can have just obsessions but that isn't very common. Typically even those people have a few compulsions. People who don't have compulsions or dont have many generally never seek help. If you wash dishes why do you go to those lengths in rinsing? What is the thought behind that? If you say because you are certain there might be more germs there.. ok, now why do you feel you have to worry about that? OCD people with contamination issues are not simply extra clean or just concerned about germs. There is a lot more to it than that.
To me, it sounds like perhaps you have ADHD and mild OCD, but also possibly OCPD. Those first two together would create a lot of what you describe. Be aware of that because either one can be misdiagnosed as bipolar disorder.
Your best bet would be to stop trying to diagnose yourself because you make it worse. Now THAT is actually just like an OCD person would do. And the more you try to think about it the deeper in it you are. Sound familiar?
