Sometimes people, including parents, who have not suffered any mental problems can not understand these issues, how serious they are, and how important treatment is.
I would continue to talk to the counselor and ask for advice on how to work with your mother. Right now it's tough because she's legally responsible for you. Don't give up hope though, because there are a LOT of things you can try without medication. Ask the counselor if he/she can give advice to this.
Here's some things that helped me ... it took me a while to get appropriate care. Some of these I foudn out AFTER the fact though.
1. Exercise. It may sounds stupid but for a percent of the population it can act as an antidepressant. May not work for you but it's worth a try - if you can, try to do aerobic (jogging, etc) for 20 minutes at least 3 times a week, for at least 2 weeks and see if you feel any better. Again it's worth a try even if it doesn't work.
2. Establish some good coping mechanisms for symptoms. When you are angry try to find an activity that calms you down that you can go to. Like playing a computer game, whatever. Just something. Have things in your room or in your bag that you can get to within a few minutes that can help you either relax, get happier, etc. These are not cures just ways to cope.
3. Reach out to friends - can you go to friends houses more often and stuff? Sometimes it can distract you.
4. You've already done this but keep going to the counselor, this person can come up with more healthy coping mechanism and in your case help you get the care you need.
I'm sure there are more but that's what I think of. Don't give up hope - I know at 16 this can feel like the end of the world but really, in just 2 years you can get the medications yourself *hugs*
