I just tried registering a new account with the email address provided and had no problem in doing so. She should've received a confirmation email regarding the account.

If she lets it expire (e.g., she doesn't click on the link in the email she received), she can try registering again in 24 hours. I suspect perhaps it had something to do with the username she was trying to register, not the email address.
