Why is it that a whole isle could be empty except for one shopper and they always happen to be right in front of the item that you want to grab?

Why is it that when you are browsing a certain area in the store for clothes, etc. there always seems to be one person who feels the need to start looking at the same clothes right night to you and it is like they are trying to challenge you to the waiting game to see who will move out of the way first?
