I personally don't think that he is ready to form a new relationship with someone if he is having mixed feelings about his ex. I think he needs time to himself to make a decision on what he wants in life and I don't think it is fair to you if you two were to try to start a relationship at this time. I do think you should set this one free and if it is meant to be he will be back with a clear mind and his past behind him.
