You have more than enough posts to be out of moderation by now, so no, you don't have restricted privileges. I gather you posted your question in the early evening your time, but in North America (where many of our members live) it would've been the middle of the night. Most likely there were simply few or no members in chat at the time.

I'm afraid there isn't a lot more I could tell you about the ways of chat. I'm one of the least frequent chatters here, myself.
