I'm sorry you are dealing with these dreams, how long in terms of days/weeks/months/years have you had them? It could be something just triggering that fear.
It could also do with another big part of that dream. You say that even though everyone knows that you are being hurt, no one stops it. Could that be relating to your waking life in another manner? Maybe you are being hurt by something and the person/persons around you seem to not care?
When I had dreams of this nature it frightened the heck out of me. I have been down the road in waking life and one phase I had dreams where there were four people in one of my past "traumas" but when it actually happened there were only two. I've also had other dreams about past occurances that are similar to what happened but with my minds own twist to it. Like it will be the same place but a different person, or the same place and person but something different happens, or as with your dreams I also had dreams about people being there and no one doing anything about it. I do believe those dreams (since they occured as a child) were because I felt helpless and that no matter who was around I wasn't safe. That they wouldn't see even if it was in front of their eyes or if they did see that they just didn't care.
It could be any number of things. It's my belief that when you have reoccuring dreams, or just dreams in general as intense as these, dreams where you wake up "oh my gosh!" they have meaning. It just isn't always as obvious as it seems. Your mind has a funny way of telling you things through sleep.
If it is troubles from the past, I would suggest seeking a therapist (if you don't already have one) or telling your current therapist (if you do have one). If you think maybe it's because you're being hurt in some way in your waking life, maybe talk to the people who are close to you about your concerns that they are not there for you, and maybe it will open them up a little more and help you feel more safe and secure?
