Having been on your H's end of a job ultimatum, don't push him to get out and be productive right away. He could be feeling that no one is going to hire him right now. I know I did.

From what you've said about his boss this last year, I'd say he's the one with the problem, more than your H. His boss has been all wishy-washy and indecisive, plus he has bad spelling and grammar.
