Sounds like ezema...which is a rash that itches and the skin is very dry and sometimes the skin cracks almost to the bone, doesn't bleed but just cracks due to the dryness. You should stop by the Dr. and get a dx. and they can give you some cream if it is ezema. You can also get some hydorcortizone cream at the pharmacy but it may not be stong enough
I also remember putting my hands under hot water or freezing water to control the itch.
