Yes, BP And BPD often co-exist. It is very difficult to tell between the two, but ultimately BPD will not respond to meds.
BP II cna be changed to BP I. Often this is because the manic symptoms are becoming more extreme. Instead of hypomania, you would have experienced full-blown mania.
