You're right, elliemay, but only the IRB can make that determination (which was not done in this case). I also have my doubts that research into a peer-led, self-help support group would be exempt from most IRBs, if for no other reason than privacy concerns about the individuals posting (who may be identifiable by their posts or username if not informed previously such things may appear in print).
