I'm afraid I don't know anything about the mobile interface, though other members who use it say they get fewer features with it. What you're describing sounds like the "Report" button (the
icon at the left of every post in the full-size interfaces).

That could be the reason, though as I said, I don't know. On the full-size interface that I use, if you don't see the Post Icons collection right below the text editor box, all you have to do is click the "Go Advanced" button to make it show up.
