Ohio(B), Wisconsin (B-), Conneticut (B), Maine (B), and South Carolina (B-) are the highest "graded" states. However, glancing through some states are better at one thing.
It's very interesting to see how the grades "average" out. Ok...maybe that's the teacher nerd in me.
