Hmm, sorry, the program was designed for Linux systems (any kind of *nix will work actually), so the installation instructions for Windows systems are sparse, to say the least. There is no equivalent of CHMOD on Windows.

Do a search of this forum for Windows installation and you should find some additional help, advice, and tips on it.
