Oh Shirley I'm so sorry for all that has happened. (I've been isolating lately.... just saw this.... )
It's so sad to think of your kids without a wonderful dog-friend Children and dogs are meant to be together IMO. In my state we are overcrowded with homeless dogs...... wish I could bring a lonely one to you.

This happening has reinforced my worry of outsiders- obtaining info and using it in negative ways out in the 3-D world. I'm so sorry this has happened to you.
There must be some way to find out who emailed the agency....... probably too simple but..... would they tell you if you asked?
